Based on what I've seen in this comic, this bear's research is based on a virus or some sort of genetic anomaly found in his partner. He hadn't made it safe enough for testing on sapient beings yet, but this partner didn't want it to be a safe way. He waned a way to spread it like a virus. Hence the infected keyword. If he can make it a virus, he can spread it across the world, and make everyone like him, whoever he is. Clever villain.
