This is Chanekke'Mazil, a quarian who in most settings in Mass Effect is on his pilgrimage, exploring and pioneering new planets out in the final frontier that is inhabited, contains useful natural resources, and that is habitable for the Quarian people.

Chanekke goes at it alone in his venture but will on occasion work with others or perform side jobs if explorations didn't turn up any useful data among other things that which, despite not being useful towards the Quarian people, could have supplemented himself with credits for repairs and supplies.
