Photoshop CS3.
If you have it, go to the Window menu, open the Animation palette, then on that palette click the \/ on the top right of the window, and select convert to frame animation, cause that's simpler to use. Then in that, click the page icon to add frames then select a frame and then turn on the layers you want to be visible in the layers palette that frame.
Finally, click the times below the frame to set how long each lasts, and use the save for web dialog to save an animated gif. You'll also want to set the animation to repeat forever in the animation dialog near the page icon.
