Astro the chubby otter stumbled across Damocles the bull genie, and his one wish was that they could be friends. So now the two hang out together and do all the things friends do, like go out for ice cream... which is something Damocles has never had before, but has just realized he likes. A lot.

He's a genie, or djinn, if you prefer. They tend to be bound inside their lamps or whatever their prison may be, until someone releases them. If you have a kinder genie, or one who has to as part of his/her imprisonment, a wish or multiple wishes may be granted according to the binding and his/her power. So yeah, he'd been stuck in his vessel too long. That's why he didn't know about ice cream.
