The skinsuits that Vanguard wear (which normally cover the torso also) are made out of a very flexible, breathable, synthetic material that has a lot of stretch (same concept as Lycra).

Strictly speaking, although a Vanguard is very well built they're not quite *that* buff, but then that's fine - it just happens to be Raikenji's style

Raikenji did a great job on this. Normally I don't go for the overly big muscled guys but this one is really well done.

Well, the more you draw the better you will get. There are a lot of tutorials that various artists here offer so that might be a good way of getting some ideas anyway.

Just checked aaaaaannnd... no I did not. Y'know, I'll bet what happened was that I was in middle of writing a comment on it before, then started trying to think of a good simile to accentuate my comments with. That search for the appropriate reference led me to Austin Powers, which I totally intended to put in, but somehow got distracted by. And before I knew it, I'd already drifted off into other pastures.
