This character, like most of Lostcat's characters is a bit obnoxious in a good way.
He's an overdean of a magical school (think Harry Potter), but the school serves as little more than front for the dragon to extort his "students" with expensive tuition (rising cost of education anyone?), not to mention eating the ones he thinks might be too gifted.
This is the kind of dragon who would address a person as "morsel" instead of mortal.
