If nothing else, there's an undeniable sense of trust inherent in this. The human knows Kyogre is not going to eat her even when she puts herself in that incredibly vulnerable position, and Kyogre in turn can reflect on how this vulnerable little human is putting herself at great risk for his benefit and feel loved in turn.
