As Thea finds herself both the dress and the ponyquine wearing it (which is quite an interesting experience for her) Sparkleworks is asking discord just how long the change will last this time.
Being that both Thea and Discord enjoy random TFs, this sort of thing happens more often then you might expect, even for Ponyville. This time it will only last a couple weeks before she turns back... until then at least she makes for a rather pretty dress.

Well Rarity knows which dresses she made, and after a bit of a chat with Sparkleworks and Discord she's willing to leave Thea on display in the shop but not too sell her. In exchange she gets to make copies of the dress for any customer who wants one... which of course includes Sparkleworks. It's going to be quite the surprised to Thea on their next date when her marefriend shows up wearing 'her'.
Your right, that is a missed opportunity (though a version of the dress has been worn). I may have to fix that soon.
