ok so I found this on google and I know character is from king of the monsters2.
but as I remember, there was only one angle sprite of this, but somehow someone made all different angles and made into animation.
if anyone know where this is from or who made this, please tell me I'll be really appericiated. :D

As for who this person is, I have no idea. The sprites are uploaded anonymously and reverse image search doesn't turn up anything as to the original artist. Maybe try asking on japanese sites?

I would have thought it was most likely done by this artist but it's not there so there's no way to be sure just by looking.
