Supervillain "King Kookaburra" attacking kangaroo super-mercenary "Boomerang" Bruce Roolan with his tickle-powered feathers. Bruce was about to manifest some energy boomerangs, (which is why his hands are glowing a little) but Kook somehow managed to snag his vest and started tickling him.
King Kookaburra is the leader of a "crazy" themed villain team, although most of them aren't any crazier than your average supervillain, they just play it up to throw heroes off their guard. That, plus the silliness of Kook's powers and wardrobe, can make heroes underestimate him, which is a mistake.
His scepter also contains more of his feathers, which he can extend from the end of it with the press of a button.
His name is inspired by the song,
"Kookaburra sits in the old gum tree-e
Merry, merry king of of the bush is he-e
Laugh, kookaburra, laugh, kookaburra
Gay your life must be!"
The background is once again a photo taken at Disney California Adventure, with lines drawn over it to blend better with the characters.

I think this is a great setup for them to become rival characters/nemeses, if they weren't already, especially since they are both, presumably, Australian natives? That commonality could be why they ended up going after the same score. Unless King just does this kind of thing for fun/at random to maintain the illusion that he and his team are actually crazy. I can't remember; did you ever give them a name? I think you once told me the other members; Straightjacket Squirrel was the one who was actually a lunatic, IIRC.
Yes, I could see that. They are both native Australians, and despite the photo in the backdrop being from California Adventure, I imagined this pic being set in the Australian wilderness. Bruce probably won't take kindly to being bested on his own turf. I was thinking maybe the Roolans were out to collect the bounty on the "crazies", but they turned the tables.
The other two "crazy" teammates are Wrecker Woodpecker and Hyena Haunt.

Hyena Haunt can astral-project as a "ghost" that can possess other anthros, and has other ghost-like powers. Wrecker Woodpecker has a beak that operates like a jackhammer and can peck through nearly any defense, and she's one of the few supers that can harm Pratfall the generally invulnerable albatross. Wrecker is also King Kookaburra's girlfriend. And all of them can fly, except Straightjacket Squirrel.
Yeah, I didn't plan that, but after Straightjacket Squirrel, I guess it just seemed natural :).

Well, I'm not too clear on what his actual powers are going to be yet. How I described him once before is, "Muzzle from 'Road Rovers', except evil, and a squirrel." What I've got so far is that he's in a straightjacket that opens and closes by a remote, operated by one of his team-mates, and when he's released he goes into some sort of unstoppable frenzy. But he's only used as a last resort, because he doesn't distinguish friend from foe. Or sometimes he might be dropped on opponents when the other three are in the air.
I pictured her physical form being stashed somewhere while she spends most of her time in her ghostly form, which levitates in a ghostly manner. Actually, this could be a way that Identity could gain an advantage - perhaps she could track down Haunt's physical body while she's not in it.
