To answer your question yes, she is tall. It is quite common for Humanoid female Digimon to be very tall in Digimon, actually. I have it that she can change size, though, but that is her base height.
And regarding her use of chains, you have it completely right, she does use them to "play" with her partner. That large chain is used as a collar and leash. :P
