It wouldnt work, machetes are only useful if the person you're using it on cant fight back i.e the Rwandan Genocide. An entire genocide mostly performed by hand, that is above and beyond monstrousness, even the Nazis had to invent gas chambers so they'd stop feeling guilty.

Long story short, desperate poverty will turn people into mindless animals much worse than anything you can create with propaganda.
