She's the first of many characters I'll be designing for a project I'm working on.
She's intentionally odd-looking. She's a very eccentric dragon who runs a small country. She runs it according to her political views, and thus it's basically anarchy. The military serves as the police force, but only serious crimes (murder, assault, etc.) are punished and usually by death. Drugs and pretty much all vice are legal, taxed, and loosely regulated. The whole setting is very bleak with most nations being very strict dictatorships, so her regime is actually very pleasant by comparison. The only reason she hasn't been taken over by a larger country is that with everything being legal in her country, other countries get everything from drugs and booze to most films and art from her country, and attacking them would likely start rebellions within the attacking nation. She also has many very dangerous allies, including a neutral nation known to produce the weapons for most of the global militaries.
As a person, Aspara, despite her strong belief in freedom, is incredibly depressed and only lives to ensure the safety and liberty of her country. She fights with her clawed gauntlets, but moves very slowly and is not very capable in a fight. Physically, she is better able to endure attacks than to deal damage herself. Her main talent is a telepathic ability to terrify her enemies.
