Haven't seen that particular anime... The Japanese seem to have a special talent for coming up with media of the fucking weirdest things, and somehow making them totally lovable, their inherent contradictions or basic wrongness notwithstanding...

You'd think I would hate something made up of a bunch of things I have no interest in or even dislike, like crass, calculated commercialism, metal, J-pop, and loli-goth fashion, but somehow they just kick ass. You've gotta love 'em. Part of it is probably just that the cognitive dissonance and alienness of it make it perversely irresistible... They just rock, and they're not afraid to throw all kinds of weird things into the mix. And it's also technically really well done.
