Hartley's café is in a small, off the beaten path little city. The kind most people either drive on through, or stop in along the way of a long vacation.
Locals don't visit the café much; the tourists who do seem to come away with one heck of a case of heebie-jeebies.
Hartley doesn't do anything wrong per say... And most people think the skull is fake!
But man, he creeps people out.
