Well, he has a bad habit of blowing them off due to his inexperience - so he tends to wind up down to them. :B Though it has been noted by Dr. Tachibana's analysis that his performance increases significantly in this state, so your conjecture may very well have some truth. :P
Well technically this local mages guild of sorts is pretty much run by the hospital - they call themselves the "Transcendence Hospitalers" - dedicated to the betterment of mortals through arcane education. (They don't operate out in the open as mages and supernatural phenomena are largely unknown to normal people, but this group freely accepts those with the gifts, origins, talent, potential, and willingness.) Tachibana pretty much makes this Sai's uniform as his clothes tend to come off with prolonged casting - so might as well get them off before they get in the way. >:B
