Well, not necessarily one-off, since they did return in the recent episode Gauntlet of Fire. :P

Well they're basically equivalent to background ponies, especially with Gauntlet of Fire introducing even more background dragons, but I'm sure if they decide to delve more into the dragons they'll give them some time in the spotlight.
