My guess is that when it comes to animated GIFs, the thumbnail is generated from the final frame of the animation. And since animated GIFs are so often made so each frame only contains the pixels that changed from the previous frame in order to cut down on file size, the final frame probably would only look like a static of those pixels which changed.
