I can only speak for Germany, here you need to have 51% of the bill so you can prove you're the owner, because if you only have like 49% of it and someone else comes to the bank with the other 51%, they won't give out 2 new bills...
That theme became very famous when some german Euro bills started to crumble to pieces some years ago after someone (acidentally?) spilled some chemical over them which would react with human sweat and destroyed the bills...
