This little guy would be Bert the Turtle from the film short "Duck and Cover". I saw it as a kid (in school, no less) and watch it every now and again. If you haven't seen it before, look it up and watch it. Old school ephemera from a different time.
I posted the inks into my scraps if you want to try your hand at coloring it. Just remember, if you do, please give credit where credit is due. = )

Drawn on scratch paper, inked in Illustrator and colored in Fireworks. I tried out layering some old paper on it to give it an aged look. Still need to tweak it a bit.
Picked up the grungy paper textures from http://www.bittbox.com/ .

The best part of it is the family flipping out while on a picnic. Everyone is as cool as a cucumber, the very picture of the 50's American Family enjoying a day at the park... until they see the flash! Then they spring into action by spazzing out and covering their heads from that which is essentially a star being born on earth. = )
I'm always like "No! Eat up! You'll be dead soon so why waste the food!" = P
It's funny.... In the old days, the higher ups lied to us in style. Now they just lie to us in news bites.

I'd have to agree with Prophet. It was better when they made us laugh at their lies instead of just annoying us by wasting your time. I remember seeing this at school as part of a history lesson for the first time and thinking....."Poor bert, he's going to be his own nightlight."
