I use Clip Studio Paint (Ex version) because I'm used to CSP's drawing tools. Sketchbook Pro has pretty good tools. If you can get Adobe Flash/Animate or one of the suites made for animation, those are better. CSP isn't perfect, but it's the closest to my methods that I can find.
