Well if it is powerful enough to pin down Captain America... then it'should gotta have some super powers. And normally one eye would be closed during archery, but this guy here, Hawkeye, is an Avenger and can defy whatever best practices the professionals use on a daily basis. That being said, Black Widow used the "Eeeeeeeee"... so there was always a plan B incase the aim of the shot wasn'the true
