Time-lapsing a video isn't something that can be done with most video editing software. What would need to be done is that the video be sped up. So an hour long video sped up by 200% would be half an hour long but would play like it was being fast forwarded.
I know that Adobe Premier Pro can do that, but I don't know of any other software that can do that off of the top of my head.
