Legal does not mean he is mentally or emotionally mature. He is still in school, still living with parents, and still struggling with the "growing up" faze. Some 18 year olds are extremely mature, but the majority are not. When you have a 30-40-some-odd-year-old that has a lot more life experience get into that kind of relationship with someone that young, the differences are vast and it can very easilly become damaging or distructive to the life of the younger person, and for the older person, it can become controlling, co-dependant, or down right predatory very quickly. Older people and younger people get together all the time, and make it work! So really, it depends on the people, but in Scott and Derek's case, Derek is being a bit of a preditor, and Scott? He is still very much mentally an insecure teenager still.

Scott is so immature haha. But Derek kind of set himself up for that. In any other circumstance I would find Scott dispicable here, but given his maturity level and shyness, Derek and Mathew both have placed him in a horrible position so he's kind of forgivable for not being entirely honest.
