This is a drawing I made because I came to think of my own childhood, and how being a kid in the 90'es was. Then I made a drawing in anime-style of it, and then one just like it that was exactly the same - just with two cubs instead. This one.
What I came to think of when I thought of the 90'es was: kids throwing themself around having fun and getting dirty all the time, Barbie, Pokémon, weird hair, yoyo, weird clothes, and then that silly hat that the boy is wearing :p
And this is how it turned out. And just a note: the boy is a mouse and the girl is a dog. Just in case someone can't see it :)

A great piece, full of character and expression. The only thing I think you need to work on is anatomy and giving your characters a more 3-dimensional feel. Can't really explain anatomy to you in a comment, but you basically just need to learn how all of the human/animal muscles work and look from all angles. I myself am still struggling with it, but just knowing the very basics of it will improve your work a hundred fold.
