Actually, they already tried -- go back one page. Unfortunately, Gullet's panic over possibly killing Denver (his lover) threw him out of the reversal tech's bio-range, leaving him stuck on an accelerated growth path. Thus the need for "aggressive measures", i.e. a much larger reversion dose in the form of a missile.
