He's not the slowest thing alive. Being the "slowest thing alive" would imply some kind motion, however slow it may be, and Sonic here is clearly immobile; he's not moving at all. So the slowest thing alive is the starfish, which, believe it or not, is capable of motion; it's incredibly slow, but they're capable of it.
