I'd assume if time equals money and the amount of effort put into these in comparison to the bucket-filled wolves that sell for 70$ or the ponies that sell for 170$ the artist simply is charging what they think it is worth.
If minimum wage is 7$ an hour and they spent four hours on this then it would be priced at 28$ rounded down, but that's small cash compared to the people who sell Pokemon adopts at much higher prices, such as 100$ for a damn MLP/Pokemon design.
Either way, it comes off rude that you are asking them to explain why their art is worth this much, as in this world most artists are undercut and underpaid. If someone wants it they will buy it regardless of if you like the price or not.
