Nah, its just a few things making it look disproportionate, such as the size of the head (the arm should be about 3 heads long) and the other characters arms are much smaller in comparison creating a visual effect on the second one. Thus the arm is very disproportionate.
Just practice sketching body sizes, This here helped me a few months ago when I couldn't do body sizes correctly

oh! i know the whole correct proportion thing, with the head length sholders and whatnot. i feel like i mix the proportions of animals and people, rater than just a animal with human proportions. ive only been doing anthro art for about 2-3 years now, im allot better at animal anatomy.

also when i draw the arms, i don't use the head as a reference, i go off the body. like, i start with the head, draw the body till it looks right, then the limbs, usually arms last.And i go by how far on the body the arms hang, i have a weird process for drawing different angles and poses. =w=

well, i draw at least one picture a day if i can, and when it comes to things i have trouble with, i draw it more. for a good while i had so much trouble with the legs and anything other than a side angle. I don't have any of my really old art up on here, but i recently found allot of it and have been thinking on redrawing some. Ive been drawing feral wolves seance i was 5 or so. drew a bit of anime in middle school. there was at least twice when my art very suddenly improved, I would take a break from drawing for a while, but i would still look at art and see what looked good, and when i went back to draw, i had forgotten all the ways i used to draw and practically started a new style i felt was better than my last. most of my drawing don't take long to do, like for a traditional full body with flat color, it would only take me about 10-20 minutes to do, but im just an impatient person and have been drawing at top speed pretty much my whole life.
