This character specifically, is a Blakrye, which are owned by The_Jotaku
You'd have to ask them specifically about the details of one, as I'm not affiliated with them, and thus, don't have a say in it.
I was able to design this character specifically, because the commissioner - Kip - owned a valid MYO (Make Your Own) ticket, which they (to my knowledge) personally bought from The_Jotaku
