This is Shizuka. He used to live in Zone 3, where he was vehemently anti-sugar. (note: the sugar in his universe is highly addictive and made from the purified ashes of other Elsen)
Of course, that landed him on the bad side of the sugar-dealing empire, who put a hit on him. He ended up with his eyes gouged and sewn shut, and vocal cords cut, leaving him unable to see or speak. He was left for dead after the assault, but fortunately a Zone 4 officer named Blanco came and rescued him.
He now lives in Zone 4, working toward recovering a somewhat normal life.
