While Lucky was getting forced into a plush Houndoom suit by Cinder, Spike infiltrated the lab and stole a plush werewolf suit. Thinking it was a costume for dressing up, he put it on, and accidentally knocked a machine- the prototype PLUSHIFICATION RAY. Now he's a living plush werewolf pup, still fully able to move and speak, yet no longer needing to breathe or able to age.
It'll wear off in a while, but for now he's just a cute little plush wolfy.
