don't have a name for him yet, but he was once a poooowerful wizard, TOO powerful that other wizards and witches wanted none of his shit, so they put a ever-lasting spell on him to forever be..... a hat. Now after a couple decades the spell started to fade and he was able to gain some of himself back, but under a couple conditions..... he has to be owned by another wizard or witch, and warn... and for him to be in the shape you see him as, the wearer has to be in a dire need of his assistance. This narcissistic wizards loves when the job is just too tough for anyone else and they have no one else to turn to because he's just toooo handsome, powerful, and resourceful.
