Biological brain, but there's a 2-way non-invasive Brain-Computer Interface. The 2-way part is the reason that interference causes issues, because that noise gets sent down the channel to him directly. There's a bunch of safeties built in to stop it doing any actual harm though.

Pretty much.

On the weak end it basically works as mixture of a reverse-taser and weed; on the strong end it's like taking a spoonful of LSD.
