Actually, the forelock is the front part of the mane; bangs of the horse. The tufts on the lower legs are called "fetlocks" and with drafts, they're normally referred to as "feathers" too ^_^

yup, that's precisely what they are called, forelocks or "feathers" the hair on them is called "feathering" beautifull aren't they? =) and pretty big! I'm surprised how gentlethey are
