Bob is Villy's long time resident and best friend. He wasn't one of the 1st residents, but he moved in shortly after the town started. Because Villy came in long after the town was established, Bob is sort of like a mascot to him and eventually his only close friend.

There isn't much in terms of illegal content in animal country. Law is not needed so much unless someone is stealing or breaking things. Catnip isn't so much a drug to anyone else but cats, so it's hard to regulate it. Anytime Cooper asks what Bob is smoking, he brings out his hand made 'catnip card' and Cooper just lets it slide. Catnip doesn't grow in Animal Country, and even Villy is confused of how he gets it in. One day he'll find out, until then he just likes chillin' with his bro.
