Looking at my "bandit lineup" I kinda realized it was a bit silly to only have upper class Volterran enemies and none that represent more of the common people. So the main artist
BodyxCount and I created this bandit as kinda a variant of the Hurtken and common Soldien bandits.
This character type was of course created by the very talented, professional, and helpful:
BodyxCount.
In Volterran societies many unemployed youth often find themselves in large organized street gangs called "Syndicates", most members of these gangs and rank and file initiates who's main job is to guard turf and run errands for higher ranking members. Volterran corporations and politicians will often make use of Syndicates when they need to sabotage rivals or when they seek to earn illicit profits or acquisitions on the black market; these Syndicates hold no loyalty to those who employ them however, and so their allegiances often shift with the amount offered by their proxy overlords for their service.
These bandits are about as well armed as Hurtken militia, and are slightly more common; however, they don't see themselves as soldiers like the Hurtken militia do, so are less likely to practice in their spare time or to coordinate their attacks when a battle does happen, making them less of a threat overall.
Volterran bandits are also slightly more aggressive, and will tend to challenge those who pass by to prove how "tough" they are; and this might cause a reaction with characters like the protagonists depending on what kind of week they are having. This group is unsurprisingly found wherever there are large enough numbers of Volterrans they can blend in with, and considering that the Volterrans make up a large population group in Korsun they are a common occurrence (though not quite as common as the Soldien bandits who dwell both in small settlements and in the wilderness as well).
