The Normandy Class Light Cruiser was developed by Starfleet during the Four Years War during the same time period as the Constitution Class Heavy Cruiser. The main designer was Vice Admiral David Briedis III, whom personally oversaw the official launch of the USS Normandy after her trial runs.
