Heh-heh, that's his famous 2-way wrist radio (though I guess in this case it's an ankle radio).
A little Dick Tracy trivia: over the course of many years, the 2-way wrist radio evolved into the 2-way wrist TV, then into the wrist computer. The radio (which first appeared in 1946, predating the cellphone by nearly 50 years) is probably the most well-known version.
