Any useful skills he could exploit?
Heraldic or historic reference material for him to add to his collection will get his attention, since these help him in his plans.
Or lots of money might work if you've got nothing else.
Yeah, Thulssa Yii is not a nice guy and is only interested in "friends" insofar as he can use them to further his goals.
I did say he was an evil wizard.
