Well, Liliana of the Veil is already pretty strong and you can use here in many kinds of decks while Ceos is best in an enchantment deck, but of course you're right that there are weaker planeswalker too, but I guess we can pretty sure say that there have been many planeswalker who were pretty weak.
If you inrease the mana cost by 1 he is fine. Another idea would be to make the token smaller. As far as I can remember every Planeswalker with a + ability that creates 2/2 creatures costs at least 4 mana. Would prefer +1 cmc.

Well, maybe for a planeswalker, although there are plenty of cards, doing this for early game if you want to play tokens.
Besides with one more mana he is too close to Xenagos' ability.
