Those are the "follow me eyes" It's an optical illusion caused by the depth of the fursuit eye.

Like lightpaws said, the eyes don't physically move, but the way they are made creates an optical illusion that they move to follow you. Onefurall in particular is good at this effect, that's what lead me to wanting a suit from them.

Cute! That hibiscus flower is a nice touch.
