Ruqua is part of a group of assassins known as "Ashpaper" Assassins. All Ashpaper assassins have long tails that they cover in ash to create ash clouds that creatures with nightvision can't see through.
Because of this Ruqua's tail is constantly getting dirty.
So I thought it would be cute for Marwan to clean her tail and mildly chastize her for not keeping it clean.
Ruqua doesn't feel bad for getting her tail dirty because it's part of her job, and she doesn't feel bad having Marwan clean it because she knows he secretly enjoys it.
