It's all the countries involved in the great wars, personified. For example, Russia is drawn as a very tall, slightly bulky young man who is creepy, strong, alien, cold... he's gorgeous. Canada is always mistaken for America or forgotten, America is a fast-food loving dope. Italy lives for Pasta, etc.
