Juudara is one of the "Government Guardians" assigned to protect a major city.
Each of the guardians embody an RPG status effect, with other ones being Mariette and Morrigan.

Juudara is the user of hypnotisim, able to use 2-3 variations.
Hypnosis, which operates like enhanced persuasion and Mind Control, which brainwashes a target entirely.

During the crew's encoutner with her she takes Squiddy as a prisoner, saying she will return him in a week.
As it turns out, his "imprisonment" is actually just hanging as her roommate, as once not on duty, she's watching movies cracking jokes and is a usual bored, quirky woman.

Judy actually befriends Squiddy while he's unknowingly under her hypnosis and doing all of her housework, as his mentality is shifted to "may as well be nice". Through her negligence of her job she becomes an ally of the crew, eventually losing her job and joining the ringtail pirates
