Even though having built a technologically advanced interstellar civilization, the hesiarr often return to the jungles, rainforests, and swamps of their hoimes to practice their ancient instincts, hunting with just what nature has given them.
There were times when their claws, teeth, and agility wasn't enough to remain the rulers of the jungle territories though, in times when greater predators roamed the lands seemingly undefeatable, the hesiarr eventually overcame them by wits, tool use, and long-term planning; claiming the title of apex predator of their planet.
As their civilization went on, progressing in technology over the millenia and in the wake of planet colonizations, they never forgot their base of morals, that it's the will against all odds and the tenacious struggle that determines that inthe end who remains predator or prey.

It's large part about the mindset too.
Technology can give one direct power and abilities beyond what nature did -or even can- give, but if one has the instincts of a predator deep inside them, especially the ones of a species that through tenacity and courage became an apex predator in midst of adverse conditions, it will always be a part of the identity that even other civilizations will know and acknowledge, maybe even respect.
Species who know the hesiarr know they value freedom in such a high value that it would seem irrational to many other species.
It's in their genes to not allow themselves to be oppressed even by stronger entities, such as the predators they overcame many millenia ago in a very long struggle.

The Shatong see tech as a extension, you can't boost whats not already there type deal. (plus they are extremely against genetic modification unless its to save a life) When a Shatong hunts, they train their senses, ability's rely one what they can smell, hear and see. hunting with nothing more then the talons on their feet and claws on their hands they feel it keeps them primed, and when they do put on a combat suit, it boosts them more so.
when it comes to freedom, some tend to think they are a bit oppressive though they have reasons behind the laws some don't like (example, no homosexuality, why? Kind of kills them. Why? Problem with being a little too adapting for reproduction) but they are very lax in other areas. Once you've done your assigned task for the day your free to hunt, play about, visit the relaxation centers ect.

Indeed, you can't just give a member of a species, that evolved a herbivore, technologies, and expect them to perform as well in hunting and combat as an individual with predator instincts and mindset. That is also why traditional/natural hunting is also a good exercise for species like the Hesiarr.
Their society isn't an easy one to manage because of the natural stubbornness and strong tendency to refusal to submission, much more so than humans in general.
Their laws are therefore more relaxed, the justice system and internal defense is less centralized, often based on militia-like formations and self-defense is expected of any capable individual.
