Probably not, and that concept that people parrot over keyboard warrior forums does not make it his actual opinion. Kalashnikov designs multiple rifles with rail systems as a base part of the rifle. The Kalashnikov Group/Kalashnikov Concern sell these rifles. If he were so extreme as to 'want people shot' he wouldn't have allowed it.
You'd be hard pressed to find a gun designer who didn't approve of the upgrading and personalization of the firearms they design and sell.
