A friend and I were chatting and we got onto the subject of the Nagant revolver and how it would make an interesting base for a steampunk weapon. We batted a couple ideas around and eventually settled on a largish suppressor and a tube style scope (preferably a 1x red-dot scope) for the main features rather than decorating the gun itself. It then went through a few iterations as we worked the kinks out of the design.
Estimated cost to produce this would be around $500-800 USD on the current market assuming you did the bulk of the decorations yourself.

Why? Because I want to keep the design practical while still making an interesting conversational piece. Non-magnifying illuminated dot optics are a hell of a thing inside 80 yards, where a pistol such as this might be used.
If I really wanted I could probably do it up custom, however an off the shelf Tasco PDP2 only costs $80 rather than who knows how much for custom machining.

Hm. Well, if all you're wanting is illumination, you can pick up a tritium vial over at the CandlePowerForums marketplace for about $11. It'll stand in nicely for the radium paint that would have been used way back when. (The tritium spheres are better for sights, but he's out right now.)

The problem isn't the light source, it is the custom machining and glass required to build a real period version of a shrouded tritium reflex sight. One could build a shroud for a Trijicon I suppose, but then you are back in the same boat you started in with a modern sight modified for looks.
