Chandy McCullough has been on the force for most of his life. Although unable to evolve, it hasn't stopped him from doling out justice and repossessing taxable wares. He's grizzled and takes his job seriously and expects nothing less from his force, but when not working he's a fuzzy teddy bear and likes to relax with a nice cold bowl of jello. His partner works for the Department of Revenue Services in their server.
