Lórinand is not a born chimera; she was simply a golden tiger who made a mistake with a spell!
Of course most living beings have magic in them; but it takes something special to unlock it.
Lórinand helped Artanis unlock her own power, but in doing so, increased the chances of her losing control of it. (Being a snake and all.) In some circumstances Artanis must possess Lórinand in order to win a battle, but if she loses control, then the host will wreak havoc on the world until someone beats her down enough for them to regain control of themselves.
Lórinand, as most LOTR fans would know, is just another name for Lothlórien. (It's in the Nandorin tongue, and means 'valley of gold', which because of the golden mallorn trees in the woods, is a more appropriate name for a golden tiger, over the name Lothlórien, which is just 'dreamflower'.) Her nickname can be Lóri uvu // Artanis is the name Finarfin gives her; and it means 'noble woman' which definitely describes this character well. (Though of course she has her flaws like everyone...)
Artanis is very powerful, and for a snake, is in control of her power rather well, but there are some powers that just can't be controlled, so she tends to hardly ever use magic (other than changing her size) to prevent accidents happening.
